We want impartial debate on FDLR Presence in DRCongo

We want a credible, impartial and inclusive debate on Rwanda’s fighters in DRC known as FDRLR

“Information about FDLR fighters has been in the hands of Diplomats, Rwanda Government while DRC Government is not clear”. Since 1996 up to now, we are being massacred in the name of FDLR but we have never seen them, please provide more information.

Yesterday March 25th, 2026 the Democratic Republic of Congo appeared to the United Nations Human Rights Council on the situation of human Rights in the country. Various recommendations were made including arguments on FDLR such as to neutralize, disarm and repatriate them back to Rwanda. The Rwandan delegation repeated yesterday that FDLR is one among its fundamental cause for Rwanda’s Military deployment in DRC. The European Union has made this one among its key recommendations to the DRC Government and the peace processes also focus on FDLR.

As a Network working on the promotion of refugee rights in the Democratic Republic of Congo we are extremely concerned about this trend, this high publicity accorded to FDLR and the conditions attached to it, especially when people and leaders argue that DRC should neutralize the FDLR before peace is restored.

Information about FDLR in DRC seems to be confiscated into the hands of very few people who know who these FDLR are, where they are, how they get guns, and what they want to be done. However thousands of Congolese have asked themselves questions and no answers have been provided. Are FDLR a myth or a reality? Due to the lack of information people in DRC believe it is a myth.

We are afraid that the presence of Rwandan refugees in DRC may be considered as pretext to claim about the presence of FDLR even if these refugees are not yet registered.

We need a debate at all levels, right from our villages, territories, cities and at national level. Provide us information which you have about FDLR we shall also provide you what we have.

However, let us note: Rwandan refugees in DRC should not be considered as FDLR even if they are not registered.
